Clerk to the Council & Responsible Financial Officer

In the range of SCP 24 - 28 dependant on Knowledge Skills and Attitude.

(£33,024 - £36,648 pro rata to 37.5hrs) + 6 - 10% NEST pension contribution.

Negotiable hours between 20 – 37.5. Flexible and Hybrid Working Arrangement

We are committed to enhancing the quality of life for our 6000+ residents through, effective governance, community engagement and the delivery of essential services. As we strive to meet the evolving needs of our community, we are seeking a dedicated individual to join our team as Parish Clerk and Responsible Financial Officer. You will be joining us at an exciting time when we are looking to deliver a major facility project and significantly update the neighbourhood plan. You will manage a medium sized sports centre with a precept of £190,000 and a budget for 2023/24 of £490,000.

Context: We are looking for an experienced and highly motivated individual to fulfil the role of Parish Clerk and Responsible Financial Officer. You will be managing a budget for 2023/24 of £490,000 and have responsibilities for a medium sized sports centre, associated sports and play facilities with a precept of £190,000. Working closely with elected members, community stakeholders, and council employees, the successful candidate will play a pivotal role in the effective management of our employee’s, administration of the council and support for our Parishioner’s, being supported by a part time Parish admin assistant, a full-time sports centre manager and a number of other part time staff.

Key Responsibilities:

  • Provide comprehensive administrative support to the council, including organizing meetings, preparing agendas, and producing accurate minutes.
  • Act as the Responsible Financial Officer, managing the council's finances in accordance with relevant regulations and ensuring transparency and accountability.
  • Assist in the development and implementation of strategies to increase the visibility of the council and enhance community engagement.
  • Lead and coordinate a major facility project from conception to completion, working closely with contractors, architects, and other stakeholders.
  • Work collaboratively with elected members to significantly update the neighbourhood plan, reflecting the aspirations and priorities of the community.
  • Serve as a central point of contact for residents, responding to enquiries, resolving issues, and fostering positive relationships.

Qualifications and Experience:

  • Previous experience in a similar role, or a role within local government or relevant sector is highly desirable.
  • Strong financial management skills, with experience in budgeting, financial reporting, and compliance.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proven project management experience, with the ability to deliver projects on time and within budget.
  • Knowledge of relevant legislation, regulations, and best practices in local government administration.
  • A commitment to professionalism, integrity, and ethical conduct.
  • Knowledge and experience of the Health and Safety regulations relevant to this position.
