Neighbourhood Plan Designation

NOTICE: Designation of Fleckney Neighbourhood Area 2025

Dated – 28 October 2025 In June 2025

Harborough District Council (‘The Council’) received an application from Fleckney Parish Council for an amendment to the designation of the Fleckney Neighbourhood Area which was originally designated on 24 March 2016 with an amendment to the southern boundary designated on 13 December 2022.

Fleckney Parish Council is a Qualifying body for the purposes of neighbourhood planning After a 6 week publicity period and consultation between 9 July 2025 and 20 August 2025 the Council did not receive any comments relating to the application for the amendment to the Neighbourhood Area. In accordance with Part 2 Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 the Council is able to confirm that the organisation is a relevant body for the purposes of section 61G of the 1990 Act and the application is in compliance with Part 2 Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 and the Fleckney Neighbourhood Area is designated from the date of this notice.

Reason For Designation The Council has determined that the amended Fleckney Neighbourhood Area is a logical amendment and allow for expansion of Fleckney to the north of the village.

The Reorganisation of Community Governance Order if and when proposed by the Parish Council for 2025/26 the boundary of the parish will be amended to be contiguous with the revised neighbourhood area boundary as part of this review. (Plan attached to this notice) Copies of the application letter and plan of the Neighbourhood Area can be viewed on the Council website as per part 2 Regulation 6 of the Neighbourhood Planning (General) Regulations 2012.

The amended Fleckney Neighbourhood Area was designated by the Portfolio Holder for Planning and the Director for Planning on 28 October 2025.
